Positive vs. Normative Analysis
While economics is largely an academic discipline, it is quite common for economists to act as business consultants, media analysts, and advisers on government policy. As a result, its very important to understand when economists are making objective, evidence-based statements about how the world works and when they are making value judgments about what policies should be enacted or what business decisions should be made. Positive Analysis Descriptive, factual statements about the world are referred to as positive statements by economists. The term positive isnt used to imply that economists always convey good news, of course, and economists often make very, well, negative-positive statements. Positive analysis, accordingly, uses scientific principles to arrive at objective, testable conclusions. Normative Analysis On the other hand, economists refer to prescriptive, value-based statements as normative statements. Normative statements usually use factual evidence as support, but they are not by themselves factual. Instead, they incorporate the opinions and underlying morals and standards of those people making the statements. Normative analysis refers to the process of making recommendations about what action should be taken or taking a particular viewpoint on a topic. Examples of Positive vs. Normative The distinction between positive and normative statements is easily shown via examples. The statement: The unemployment rate is currently at 9 percent. is a positive statement, since it conveys factual, testable information about the world. Statements such as: The unemployment rate is too high.The government must take action in order to reduce the unemployment rate. are normative statements, since they include value judgments and are of a prescriptive nature. Its important to understand that, despite the fact that the two normative statements above are intuitively related to the positive statement, they cannot be logically inferred from the objective information provided. (In other words, they dont have to be true given that the unemployment rate is at 9 percent.) How to Effectively Disagree With an Economist People seem to like disagreeing with economists (and, in fact, economists often seem to enjoy disagreeing with one another), so its important to understand the distinction between positive and normative in order to disagree effectively. To disagree with a positive statement, one must bring other facts to the table or question the economists methodology. In order to disagree with the positive statement about unemployment above, for example, one would have to make the case that the unemployment rate isnt actually 9 percent. One could do this either by providing different unemployment data or by performing different calculations on the original data. To disagree with a normative statement, one can either dispute the validity of the positive information used to reach the value judgment or can argue the merits of the normative conclusion itself. This becomes a more murky type of debateà since there is no objective right and wrong when it comes to normative statements. In a perfectly organized world, economists would be pure scientists who perform only positive analysis and exclusively convey factual, scientific conclusions, and policymakers and consultants would take the positive statements and develop normative recommendations. In reality, however, economists often play both of these roles, so its important to be able to distinguish fact from opinion, i.e. positive from normative.

Test-Optional Colleges that Dont Require SATs
If you got low SAT scores or low ACT scores, or if you simply didnt take the exam in time for application deadlines, realize that hundreds of test-optional colleges do not require entrance exams as part of their admissions applications. The list below is just a sampling of the roughly 850 four-year colleges that do not require the SAT or ACT. I have, however, included most of the highly selective schools that dont require scores. To see a complete list, visit the FairTest website. Also be sure to check out my list of 20 Great Colleges for Students with Low SAT Scores. Colleges dont use test scores for many reasons. Some technical schools, music schools and art schools dont see the ACT and SAT as good measures of the types of skills they require. Other schools recognize that the SAT and ACT limit their applicant pools and give an unfair advantage to students from schools or families that can afford test prep courses. You will also find on the FairTest list that many schools with strong religious affiliations do not require standardized tests. Admissions policies change frequently, so check with each school for the latest testing guidelines. Also, realize that some of the schools below are test-optional only for students who meet certain GPA or class rank requirements. Citing highbrow literary references was usually my thing, not his. ââ¬Å"What?â⬠he asked, looking uncomfortable under our scrutiny. ââ¬Å"I had to read it in high school.â⬠I looked back at Peter. ââ¬Å"Okay, weââ¬â¢re immortal, and we could never even scratch a demon. How could a human control one?â⬠ââ¬Å"Humans who use magic wield a different kind of power than immortals. Besides, from what Iââ¬â¢ve heard, those who summon demons often have help,â⬠explained Peter. He glanced at Hugh for confirmation. ââ¬Å"From another demon,â⬠the imp said. ââ¬Å"Whoa. Letââ¬â¢s go back to the part about controlling demons. What exactly is this human making Jerome do?â⬠asked Cody. ââ¬Å"Probably nothing,â⬠said Hugh. ââ¬Å"Or else someone would have found him by now. My guess is heââ¬â¢s just being hidden.â⬠Cody frowned. ââ¬Å"Why? If youââ¬â¢ve got a pet demon, why not use him? Otherwise, whatââ¬â¢s the point?â⬠It all came together now. ââ¬Å"To get him out of the picture,â⬠I said slowly. ââ¬Å"Thatââ¬â¢s it. The final piece in all this weird demon intrigue. Thatââ¬â¢s what all the misdirection was building toward.â⬠ââ¬Å"Right. Cedric gets rid of Jerome, and suddenly thereââ¬â¢s an opening in Seattle for a new archdemon. And if Jerome doesnââ¬â¢t return soon, they will get a new archdemon and reestablish the hierarchy here.â⬠Hugh gestured to all of us. ââ¬Å"The status quo will resume.â⬠ââ¬Å"Letââ¬â¢s stick to ââ¬Ëwhenââ¬â¢ he returns and not ââ¬Ëif,'â⬠I said. ââ¬Å"And I donââ¬â¢t think Cedricââ¬â¢s behind it.â⬠ââ¬Å"Of course Cedricââ¬â¢s behind it,â⬠said Hugh. ââ¬Å"Theyââ¬â¢ve been fighting over territory, right? You of all people should know that.â⬠I shook my head, recalling Cedricââ¬â¢s exasperation and Nanetteââ¬â¢s smug look. ââ¬Å"Noâ⬠¦I think Cedricââ¬â¢s being set up here. If you ask me, itââ¬â¢s Nanette whoââ¬â¢s behind it.â⬠I gave them a quick recap of my observations of her with both Cedric and Jerome. Hugh arched an eyebrow. ââ¬Å"Portland Nanette? Sheââ¬â¢s hot, Iââ¬â¢ll give you that, but sheââ¬â¢s not that strong.â⬠ââ¬Å"All the more reason for her to mess with Jerome and Cedric. Sheââ¬â¢s been worried about them dragging her into their turf war. Besides, if she combined her power with a human capable of a summoningâ⬠¦Ã¢â¬ ââ¬Å"Yeah,â⬠he admitted. ââ¬Å"She could maybe do itâ⬠¦but that doesnââ¬â¢t mean she did. My moneyââ¬â¢s still on Cedric.â⬠ââ¬Å"Wouldnââ¬â¢t she get in trouble for that?â⬠asked Cody. ââ¬Å"Only if sheââ¬â¢s caught,â⬠said Peter. I sighed. ââ¬Å"And in the meantime, this is bad for Jerome.â⬠ââ¬Å"Glad to see your powers of stating the obvious didnââ¬â¢t disappear with your shape-shifting,â⬠remarked Hugh. I shot him a glare. ââ¬Å"I mean reputation-wise. Nanette told me lots of people have been keeping an eye on Jerome because of all the stuff thatââ¬â¢s gone down here-particularly with letting nephilim escape. They think he canââ¬â¢t keep control. Even if he surfaces tomorrow, Iââ¬â¢ve got to imagine that getting summoned in the first place wonââ¬â¢t look good.â⬠ââ¬Å"It wonââ¬â¢t,â⬠agreed Hugh. ââ¬Å"In fact, thatââ¬â¢s the other reason I stopped by. A bunch of demons are having a meeting tonight to talk about replacing him. Back room of the Cellar at seven.â⬠ââ¬Å"Wow, they move fast,â⬠said Cody. ââ¬Å"Itââ¬â¢s nothing official. Once word got out that Jerome was gone, every demon maneuvering for power moved in like that.â⬠Hugh snapped his fingers. I refrained from pointing out that all demons were maneuvering for power as a general rule. ââ¬Å"Theyââ¬â¢re mostly just here to assert themselves-show how tough they are, cozy up to Grace and Mei. They might try to schmooze us a little, actually.â⬠ââ¬Å"Why? We donââ¬â¢t have any say in this,â⬠said Peter. He glanced between us all. ââ¬Å"Do we?â⬠ââ¬Å"No, but eventually someone from Management will come here to size up the situation and will talk to us in their assessment. Everything plays a part. Those wanting the position will strut around, show how they could keep this place in line, and put their bids in.â⬠ââ¬Å"Is Nanette going to be at this meeting?â⬠I asked suspiciously. ââ¬Å"Yes,â⬠said Hugh, eyeing me. ââ¬Å"And so will Cedric.â⬠I eyed him right back. ââ¬Å"Iââ¬â¢m telling you, itââ¬â¢s not Cedric. My stomach was rolling, but this time, it wasnââ¬â¢t a reaction to the severing of my bond with Hell. This was born of pure terror. When things were bad in my life-particularly after Seth and I had broken up-there had been times when Iââ¬â¢d hated immortality. Death had sounded appealing. I honestly hadnââ¬â¢t been able to fathom how I could endure the centuries to come and had envied the finite life spans of humans. But now? Faced with the idea that I could actually die? Suddenly, desperately, I wanted to cling to my immortality with every scrap of my strength. Death was bleak, dark, and frightening. All the worldââ¬â¢s dangers descended on me at once, all the things Iââ¬â¢d hitherto been able to ignore. Car accidents. Electrocution. Bird flu. The world was no longer safe. If the vampires felt any such fears, they apparently decided it wasnââ¬â¢t going to get in the way of their last few days as free men. They rose as one and made motions to leave. ââ¬Å"Well, if Jeromeââ¬â¢s going to get replaced with or without us, then thereââ¬â¢s no point sitting and moping,â⬠said Peter. ââ¬Å"We got cut off without warning,â⬠I told him. ââ¬Å"We could get reconnected to Hellââ¬â¢s circuit board just as suddenly, you know. Arenââ¬â¢t you a little nervous about getting caught out in the sun?â⬠ââ¬Å"Theyââ¬â¢re not going to make any decisions in the next five hours,â⬠said Peter brashly-too brashly, I thought. He paused a moment, his gaze drifting to my window and the blue sky beyond it. There, in his dark eyes, I saw the tiniest, tiniest bit of longing. It occurred to me then just how much he must have missed the sun these last thousand years or so. Like the rest of us, heââ¬â¢d willingly sold his soul for immortality. Along with that, heââ¬â¢d gotten superhuman strength and speed in exchange for a dependency on blood, a denial of sunlight, and a job as a dispenser of fear and nightmares. I certainly had regrets about my hellish deal some days; no doubt he did too. And maybe, despite his lax, overconfident attitude about the sun, he truly was aware of the risk of getting fried-and thought it was worth it after all this time. He and Cody left, leaving me and a still bleak-looking Hugh. I gently touched the impââ¬â¢s shoulder. ââ¬Å"Iââ¬â¢m sure thisââ¬â¢ll work out.â⬠He cut me a wry look. ââ¬Å"Really?â⬠I laughed softly. ââ¬Å"No, not really. Iââ¬â¢m just trying to make you feel better. I never realized before how much you liked yourâ⬠¦what would you call it? Imp vision?â⬠This finally got him to smile. ââ¬Å"You always thought of me as a paper pusher?â⬠ââ¬Å"Nah, no one uses paper anymore. Itââ¬â¢s all electronic.â⬠ââ¬Å"Not in Hell,â⬠he said, standing up. ââ¬Å"They kind of like cutting down forests.â⬠I followed him to the door. ââ¬Å"Well, hang in there, and Iââ¬â¢ll see you tonight.â⬠ââ¬Å"What are you going to do with your newfound freedom?â⬠he asked, hand on the doorknob. I frowned. ââ¬Å"What do you mean? This whole thing isnââ¬â¢t quite the same for you and me as it is for the vampires.â⬠The look Hugh gave me then was genuinely amused and almost pitying. ââ¬Å"Georgina. Your shape-shifting and other abilities are fueled by human life. If you canââ¬â¢t do those things, then you donââ¬â¢t need the energy-just like Cody and Hugh donââ¬â¢t need blood. Canââ¬â¢t you feel it? The whole systemââ¬â¢s probably shut off.â⬠I froze and almost stopped breathing for a moment-which might not have been so wise in my current state. â⬠What ?â⬠He laughed again. ââ¬Å"How could you have not considered that?â⬠ââ¬Å"Wellâ⬠¦because I was more focused on the entire fabric of Seattleââ¬â¢s demonic hierarchy being unraveled. That and the possibility that we could all die.â⬠Inside, my mind was replaying his words over and over, like a record that kept skipping: You donââ¬â¢t need the energy, you donââ¬â¢t need the energyâ⬠¦ I shook my head. ââ¬Å"I canââ¬â¢t believe that. It isnââ¬â¢t possible.â⬠Iââ¬â¢d wanted it for too long, the ability to be with someone without the dire side effects. It was one of those things you always longed for but knew, deep down inside, could never happen. Like winning the lottery. Or, um, living forever. ââ¬Å"Neither is a vampire going into the sun,â⬠said Hugh. ââ¬Å"Yet here we are.â⬠He leaned down and kissed my cheek. ââ¬Å"Think about it. This is a once in a lifetime-er, eternity-chance.â⬠He started to leave, and then something Iââ¬â¢d nearly forgotten about popped back into the forefront of my mind. ââ¬Å"Hugh? Did you get my message earlier? About the Canadian Satanists?â⬠After everything else, a few signs on the Space Needle suddenly seemed absurdly unimportant. ââ¬Å"Yeah,â⬠he said, with a grimace. ââ¬Å"They had a huge spectacle there, freaked people out. They made the news and got arrested. Not sure whatââ¬â¢ll happen now. The international thing makes it all interesting.â⬠ââ¬Å"Were you able to tell Jerome?â⬠ââ¬Å"No, couldnââ¬â¢t get a hold of him-not surprising if that was near the time of the summoning. I ended up getting a hold of Mei, and I think she did something to minimize how much the media found out. She was hoping that nobody in Management would notice.â⬠ââ¬Å"Yeah, well, theyââ¬â¢re all noticing us now.â⬠Hughââ¬â¢s face was hard as he nodded his agreement. ââ¬Å"Thatââ¬â¢s an understatement. Have fun, sweetie.â⬠He departed, leaving me standing there and staring at the door. I was still breathing heavily, my heart thudding in my chest. I needed to calm down and think this through. After all, who knew what could happen if I had a panic attack? Would I go into cardiac arrest or something? All bets were off now. Anything was possible. I sank down to the floor, wrapping my arms around myself, and focused on slowing my breathing. This was all too surreal. I couldnââ¬â¢t process it. It wasnââ¬â¢t possible that I could be mortal. It wasnââ¬â¢t possible that I could die. It wasnââ¬â¢t possible that I could actually touch a man without harming him. Over and over I told myself those things. Meanwhile, Aubrey strolled over to me and rubbed her head against my leg. Reaching out, I stroked her back, barely aware of my actions. What was I going to do? We had five hours until the meeting, which couldnââ¬â¢t come soon enough as far as I was concerned. I needed answers now . I couldnââ¬â¢t live with this uncertainty. My heart started racing again. Fuck. I really was going to have a heart attack. Hugh was a doctor in his day job; maybe I should call him about my blood pressure. Callâ⬠¦ An idea hit me then, and I stood up to go find my purse. Producing my cell phone, I dialed Dante. If anyone might know about this, it would be him. He probably wouldnââ¬â¢t know the intricacies of how this affected my infernal standing, but he had to know something about demon summoning. Dark magic was his specialty. Besides, I wanted more than just his expertise. I suddenly just wantedâ⬠¦well, comfort. I wanted to see him. I wanted him to hold me and reassure me. I needed him to tell me everything was going to be okay. But the phone rang and rang without answer, sending me to his voice mailââ¬â¢s friendly message: ââ¬Å"Talk.â⬠So much for that plan. I disconnected and leaned against my counter. Slowly, steadily, I felt my brain waking up, trying to find a scrap of reason through my fear. It wasnââ¬â¢t in my nature to be passive. I had to do something about this. I couldnââ¬â¢t wait until tonight for answers. ââ¬Å"Letââ¬â¢s research this ourselves, Aubrey,â⬠I said. The average human knew nothing about the true nature of Heaven and Hell and how we operated. Yet, every once in a while, if you looked hard enough into arcane writings, you could stumble across a piece of truth that some adept mortal had uncovered. Ninety-nine percent of what Iââ¬â¢d find would be inaccurate, but an Internet search could uncover some grain of truth about demon summoning. It was a total long shot, but it was the best I could do for now. Only, when I went to get my laptop, I discovered an unfortunate fact: Iââ¬â¢d left it at the bookstore. I groaned. Now what? Another plan shot down. You idiot , a voice inside me chastised. Youââ¬â¢re a few blocks away. Get off your ass and get it . That logic made perfect sense, of course. Until I looked out the window. The same fear Iââ¬â¢d had earlier returned. The cars moving along Queen Anne Avenue seemed too fast, the wind stirring the trees too strong, the people on the sidewalk too dangerous. How could I go out there? How could I put myself at risk? Better to stay in here where it was safe. And yetâ⬠¦how could I wait around? I was going to go crazy if I sat here. Glancing down at Aubrey, I saw her watching me with her green eyes. She had that infinitely wise look cats had sometimes. It wasnââ¬â¢t exactly encouraging, but it soothed me a little. Okay. I could do this. I found my coat and started to shape-shift my messy hair into a neat arrangement-except, of course, I immediately realized I couldnââ¬â¢t shape-shift it. Not a problem, I assured myself. I did my hair all the time when I wasnââ¬â¢t in a rush. This was no different. With a quick dash to the restroom, I brushed my hair into a sleek ponytail and prepared to face the world. Stepping outdoors, I was blasted with stimuli. I stood on the steps to my building, shell-shocked and unable to move. This had never happened to me. Never, never had I been afraid of the world. Iââ¬â¢d always rejoiced in it and been eager to see what it had to offer. Slipping my hand into my purse, I reached for my cigarettes, seeking them like a safety blanket. When I took them out, I realized something else. I wasnââ¬â¢t necessarily immune to them anymore. This stasis probably wouldnââ¬â¢t last longâ⬠¦but how could I risk it? How could I expose myself to carcinogens when I had no idea how vulnerable I truly was? Putting the cigarettes back, I took a deep breath and plunged forward. The distance to the store was barely three blocks, but it felt like miles. I walked as far away as I could from traffic and flinched each time someone passed me. When I finally reached the intersection to cross over to Emerald City, I was sweating. Queen Anne Avenue is not an overly crazy road. This particular spot had three lanes and steady traffic, with a moderate speed of 30 (which meant people could usually be found going 35?C40). Nonetheless, standing there, I might as well have been trying to cross I-5 itself, with five lanes racing in each direction. The crosswalk was red, giving me time to build up courage and remind myself that Iââ¬â¢d crossed here hundreds of times-jaywalking more often than not. I was being irrational, freaking out at things I had no business worrying about. The light dinged and gave me the go-ahead. I set out, each step agony. Iââ¬â¢d almost reached the far curb when a Honda turning on red from the cross street suddenly pulled into the intersection, having only checked for cars and not pedestrians. Seeing me, the driver slammed on her brakes a bit more harshly than she probably needed. They squealed, and the car came to a stop about two feet from me. While moderately alarming, this wasnââ¬â¢t anything that probably would have scared me too much under ordinary circumstances. The car had stopped, after all, and I was almost across anyway. Yet, I was so on edge already that when I heard the brakes and saw how close she was, I simply froze. I stood there, caught-literally-in the headlights. I couldnââ¬â¢t think or move. It was so stupid. Seven more steps, and I would have been safe. The womanââ¬â¢s panic over avoiding me turned to annoyance when she realized I was blocking her way. She pressed down on her horn, which was a particularly loud and obnoxious one. Unfortunately for her, it was ineffectual. If anything, the noise simply froze me up more. Suddenly, someone grabbed a hold of my arm and started tugging me to the curb. The bitch in the Honda kept honking, and I think I was nearly as startled by it as I was when Seth yelled to her, ââ¬Å"Oh, shut up already!â⬠His steady hands guided me to the sidewalk where I promptly froze up again, oblivious to the curious cars and pedestrians. Cupping my face, he forced me to look up at him. His eyes were like warm molasses, and something about them spread comfort through me and brought me back to myself. ââ¬Å"Georgina, are you okay?â⬠My whole body trembled, and it took me a moment to gather myself and speak. ââ¬Å"Iâ⬠¦I think soâ⬠¦Ã¢â¬ His voice was so, so gentle when he spoke. ââ¬Å"What happened there?â⬠I blinked back tears. ââ¬Å"Nothingâ⬠¦that isâ⬠¦Ã¢â¬ I couldnââ¬â¢t finish. Transatlantic Trade and Investment Partnership
Question: Discuss about the Transatlantic Trade and Investment Partnership. Answer: Introduction: The North American Free Trade Agreement of NAFTA is considered as one of the most unpleasant agreement in United States. The agreement was signed by Mexico, United States and Canada. The American companies have advantage over this deal, especially countries having many lower wageworkers in foreign countries. In contrast, this agreement is criticized by the American workers, who have lost their employment and getting low wage. These labour unions raised their voice against this trade agreement, due to not getting any benefits from this agreement. Thus, the trend of business is changing frequently (Lahrech Sylwester, 2013). Moreoevr, the North American Free Trade Agreement is not also supported by Trump and Clinton, as the agreement is unable to meet their business expectation and Trade agreement. A number of previous literatures have represented approximately tenfold trade deficit between these two countries from $17bn to $175bn within 1993 to 2013. Due to the shifting of manufacturi ng facilities of American enterprises, jobs were expatriated outside of the country for pursuing low wage workers (Macleod, 2015). In contrast, a deal was signed between United States and European Union, known as Transatlantic Trade and Investment Partnership. Economy and Trading are two key aspects of these two developed countries. Both EU and US based companies has their branches and operates in the other country. It has been reported that the establishment of free trade between these two countries, always have a positive effect and results in reduction of unemployment with a free of cost package. This agreement between these two countries increased the economic growth and GDP of these countries by 0.5 % per annum (Akhtar Jones, 2013). The result is additional economic activity along with additional production of $200 bn per annum. For instance it has been revealed that due to the clearance of regulatory requirements, both the automobile industry and pharmaceutical industry revealed significant benefits from both sides. The trade agreement has also shown benefits for these two countries regarding the import t axes and tariffs. Therefore, after analyzing the efforts by the Transatlantic Trade and Investment partnership (TTIP), it can be interpreted that the agreement TTIP is advantageous to the countries, as these countries have experienced unemployment, lower economic growth and government issues. Thus, the free trade agreement will attempt to resolve these above mentioned conflicts from both sides. Thus, the labour unions of US are not opposing the TTIP agreement (Jarman, 2014).
